Michelle plays a key role in Dowling Company’s projects developed on behalf of the Department of Hawaiian Home Lands (DHHL) by supporting beneficiaries on their path to homeownership. She facilitates communication, manages documentation, and helps guide projects toward successful delivery.

She has more than 25 years of experience in customer service, housing development, and project management, including 12 years with DHHL. During her tenure there, Michelle most recently served as Housing Project Branch Manager, overseeing the Offers and Awards process and providing leadership in housing program administration. Her deep familiarity with DHHL programs, policies, and operations strengthens Dowling Company’s ability to serve its homebuyers and DHHL’s beneficiaries.

Born and raised in Hawai‘i, Michelle earned a Bachelor of Arts in Communications from the University of Hawai‘i at Mānoa. Her background in communications, housing programs, and real estate allows her to bring clear communication, practical insight, and a strong understanding of DHHL processes to every project she supports.
